「アジアの明日を創る知的対話」は、1998年5月、シンガポールにおける演説の中で当時の小渕恵三外相が、近年のアジアの目覚ましい経済発展が逆に様々な社会的ひずみを生み出し、人間の生活を脅かし始めていることをアジア経済危機の教訓とし、「ヒューマン・セキュリティー（人間の安全保障）」の観点に立って社会的弱者に配慮しつつ新しい経済発展の戦略を考えていくべきだとして、関係諸国の多様な知的な蓄積や才知を結集する知的対話の場の設立を提唱したのを受けて始められたものである。
