概要

国境を越えた人の移動が世界に大きな影響を与えつつある。東アジアにおいては、人の移動が過去20年間に二倍以上に増えたという量的な変化のみならず、非合法ルートを通じた労働移住や、人身取引、難民といった課題も見られる。これらは、人間の安全保障の確保に向けた地域的連携、相互協力を求めるものである。また、域内諸国の少子高齢化の進展に伴い人口構成が変化する中で、人の移動への効果的な対応は、送り出し国、受け入れ国双方に、また、東アジア地域全 体に経済的、社会的、さらに安全保障上の利益をもたらし、ひいては地域の持続可能な発展にも資する。

本書では、日本を含むアジアの送り出し国、受け入れ国双方、8ヵ国の法制度やその執行状況を各国の若手研究者を中心に分析し、より人間の安全保障を確保しながら秩序のある移住を構築する上でのシビル・ソサエティの役割について研究した。

本書は米国のマッカーサー財団が立ち上げたプロジェクト「アジア安全保障イニシアティブ」の一環として実施した「アジアの安全保障に対する非政府組織の貢献」に関する研究・対話事業の最終年度の成果である。
