The New Security Agenda
A range of "new security challenges," including international terrorism, ethnic strife, environmental degradation, resource depletion, overpopulation, migration, and drug trafficking, have been the source of growing global concern in the wake of the cold war. While these issues are hardly new, the explicit characterization of them as security issues is a relatively recent development. With the goal of broadening international understanding of how these challenges are perceived and addressed, JCIE commissioned 12 scholars under the direction of Paul Stares, senior research fellow at the Japan Institute of International Affairs and a nonresident senior fellow at the Brookings Institution, to survey and assess current thinking, policy, and research concerning these issues in 11 key countries and regions. Each researcher provided a background report for discussion at the Asia Pacific Agenda Project Forum in Bali in January 1997 and the Global ThinkNet meeting in Washington, D.C., in March 1997.
The full reports were published in 1998 in the volume listed below. The volume represents the first global survey of its kind covering the new security challenges.
