Fukushiro Nukaga: Emergence of an Influential Politician

This paper follows and analyzes the impact of both the end of one-party rule by the Liberal Democratic Party (LDP) and electoral reform through a case study of Fukushiro Nukaga, an incumbent LDP Diet member. From Nukaga's election campaign in 1996, we can observe the importance of party in the electoral process: the criticism of a rival party's policy during canvassing, cooperation by local organizations of the party and local politicians and activists, and so on. At the same time, however, the candidate-centered election is alive and well: the koenkai (support organization) is still the main force for campaigning.
