2013年、日本と東南アジア諸国連合（ASEAN）は両者の最初の非公式な対話となった日・ASEAN合成ゴムフォーラムが発足した1973年 から40周年を迎える。過去十年間、この地域では、中国やインドの台頭、米国のアジア回帰、2005年の東アジア・サミットの開始、地域組織・機構の新たな展開など、変化が起こっている。ASEAN地域統合を目指す2015年を控え、日本とASEANは、日・ASEAN協力の戦略的な価値を見直し、 2015年以降を見据えた両地域の関係性について再定義する時期に来ている。

本書は、インドネシア政府の委託、日ASEAN統合基金（JAIF）の支援を受けて、インドネシア戦略問題研究センター（CSIS）と当センターが二年間にわたり実施している「日本・ASEAN戦略的パートナーシップに関する知的対話」の一年目の成果報告書である。2015年を越えて、ASEANがさらなる統合を進める上で、日本はいかなる役割を果たし得るか、ASEANの3つの共同体（経済、政治・安全保障、社会・文化）ごとに研究グループを組織し検討し、2013年9月に日本政府及びASEAN諸国政府に提言を提出した。
